UPDATE!

Iraqi volunteers never retreat but it is a mercy to let our enemies do so. Alhamdulillah, good mod!

Since there is a bug in the current version of the game which leads to volunteers not being recalled after a war ends this is a perfect fix in addition to being generally useful.
