this should be fixed
Add $CIVIL_BUILDING right under $TYPE_LIVING, then add
$PARTICLE residential_heating 0.653 8.914 -0.002 1 1 (where the coordinates are where the particle emitter should be placed).
Also, to remove building collision, add $HARBOR_EXTEND_AREA_WHEN_BULDING -150 (or seems like it can be any negative number)
It would be greate if you could merge some of the individual buildings into more complete rows, corner blocks or small square blocks, so that they can be plopped down whole. As commented below, we can't create rows of buildings in the game because of the 'other infrastructure in the way' warnings...
