can you maybe make a mod which lets you adjust the length of the contract? 20 turns feels too long seeing as you want to change the target if nothing of the targetet faction is in range.

RTX_00264, you have to make custom effect, make it player only, it's pretty easy, but you have to learn a few things. I can make it for you if you need.
