I've personally never encountered that issue, but I saw someone on the official Discord server say they were able to mash submit until it let them upload. I don't know for sure if it will work, but it might be worth trying.

well i was making a bubsy character but show me a steam workshop error steam workshop error error code 1 show me how to fix it and bubsy will have character ok

Sorry to disappoint you, but I wasn't working on Bubsy as a fighter. I just made this stage because I like the music that plays on the fair levels in Bubsy.
