The mod's folder number is 2003572445. You can add Leaders to the mod's SQL file.

I will need to update the mod to remove the Gran Colombia Civ!

Also, I think the Yet (not) Another Maps Pack mod now lets one deselect Civs at game setup.

Here's the "Mod Leaders Only" mod: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1112338608

It's designed to be used with only modded Leaders, so removes all the vanilla game Leaders. This means no Civilizations are available to use unless mod Leaders have been loaded.
