A mod like this takes a quite a bit to make purely because i gotta experiment and mix and match lines to produce something outrageous for the character to say and keep a theme. I will look into making a Francis version maybe sometime in the future after my exams but don't take this as confirmation I will work on it as of yet.
Btw you can fix that problem by manually replacing the sounds folder in your local l4d2 game files.
Be sure to backup your files before doing this, otherwise they will be replaced with modded one.
