Restricted for AI to form only via primary culture. Player can form earlier and from accepted culture.
Partially keep restriction on Prussia (to any German group), so Poland AI/player will not create (would be to OP).
@effersonius There is no admin tech restriction on Byzantium. I could lift culture restriction, but there is religion restriction, which make sense in my opinion. Additionally I don't wanna see AI Ottomans restores Byzantium. It's a good indicator that player shouldn't do it as well.
