Don't worry about it, you reminded me to fix the load order. I'm sure others have experienced the same issue and just didn't say anything about it.

After more experimenting, it seems the FCF mods were the culprits. bit of a stretch, but maybe the outpost settler was replacing the Boroughs.

This load order was somewhat experimental when I set up this collection. I think you have to load city defenders after military revolution.

Thanks for your help! I've tried multiple times with just these mods, in this order, and the Borough Streets never appear. The diagnostics logs don't consistently contain 'Error' entries despite Boroughs never appearing; however, there's lots of warnings and one log contained these:

-Can't check instant resource prerequisite 'Production' for constructible element 'DistrictImprovementOrbUnlock18WinterShifters'.
-Can't check instant resource prerequisite 'Production' for constructible element 'DistrictImprovementOrbUnlock18WinterShifters'.
-Can't check instant resource prerequisite 'Production' for constructible element 'DistrictImprovement1'.

It would be helpful if you could read the diagnostics log in your documents/endless legend/temp folder to find the error and which file it's coming from.

I'm home and I've compared the latest patch. There aren't any new conflicts. Must be related to load order. I'm not experiencing that bug myself. I'll see about reorganizing the collection.

Did I overlook something in this collection that changes how Borough Streets work? Cause they don't even show up in the build menu anymore. :S Using the brand new ELCP 2.5.4, if that makes a difference.
