Apart from the issues mentioned by @CDK yes, it works.
These will be fixed in a future patch.

The entry "Xi' an" seems to be causing similar trouble

On some name-lists the entry "O' Hare" is causing names further down the line to not appear

Is there Russian translation?

Hi there! First of all, thank you for compiling all those lists, they come in very handy in every new playthrough. However, in the recent update, you added the Arabic name of Iraq (al-`Iraq with the ` character in it), which is reported by Irony as an error. It's easily amended and I've done it on my end, but I thought I'd let you know.

That is because PDX changed the format with 3.4

This miiight be broken. All the name lists I have downloaded are producing format errors.

I haven't tried but that particular mod should work fine with any other.
I will add more, proper details in the description of my mods soon.

Do these work with NSC, is there anywhere some more details about each mod you have?
