The entirety of the changes that this mod makes are only to "GlobalParameters:CULTURE_COST_LATER_PLOT_EXPONENT,
GlobalParameters:PLOT_INFLUENCE_MAX_ACQUIRE_DISTANCE, and
GlobalParameters:CITY_MAX_BUY_PLOT_RANGE'". These do not affect encampments.
It would seem like from your description that a different mod has set the values for 'HitPoints' and 'CanAttack' in the districts table for 'DISTRICT_ENCAMPMENT' to null or 0.
Are you playing as a vanilla civ? Or modded? Does that civ have a unique replacement for the encampment?
Do a test with ONLY this mod enabled. If you are still having the issue, I need information from the logs and the databases.
So it is not fair to keep asking @dreadanddespair to devote time looking into something that is not possible.
The default value is 6 tiles out from the city center. This mod sets the max value to 999. I have other mods that set the value to 10, 16 or 24.
I think that there may be a way, as nothing is impossible given enough time, so maybe if you're having a hard time on your own, you should see if someone's willing to help you, I've heard that there's quite a few members of the community that like to help other modders. The first one that comes to mind is Sukritact. If you decide to take my advise, good luck.
