What is the point on Caesar trait and the normal Augustus? Isn't it just another buff to the roman emperor?

Yes, when a ruler becomes the emperor of the restored roman empire. It works the same as augustus does.

Is the Caesar trait added when a ruler becomes the Basilius of Rome or through some other means?
