I mean Austria has been kinda "independent" for a very long time, (Besides WW2), depending if you classify being in the HRE as independent. Even if you don't though, Austria was a independent state since the HRE fell in 1806. It was only after WW2 though that Austrians really started to identify as not German, but even now can be basically considered the same thing.
I mean if you look at the history of it, Austrian germans (like Swiss germans) were one of many cultural and somewhat linguistical groups of the region, the only thing that separated them was that Austria was quite strong at the time of german unification and so they didn't join all the other german groups. (and they didn't like prussia very much, catholic vs protestant and all that)
