I did the truly abundance and it just put whales around the ocean. so, idk where to start.

@The-Sodbuster this mod is working is working with vanilla maps and most map packs, if they dont alter the "ResourceGenerator.lua".
You can also check at YnAMP at steam and at Civ Fanatics Forum. It doesn't matter if you are using this mod or any other resource mod large map sizes are bugged.
Also large maop sizes usually crash larte game and you are not able to finish your game !!!!!
Do you advice me to detoggle the resourceful mod?
Maybe cause all of those extra resources, the strategic ones dont spawn well?
YNAEMP with your mod enabled - Enormous Map 16 players default settings on Terra Map Script - between 57-60 iron, horses, niter, and coal. 93 oil. 27 uranium.
YNAEMP only - Enormous Map default settings on Terra Map Script - between 37-43 iron, horses, niter, and coal. 68 Oil. 19 Uranium.
YNAEMP with your mod enabled - Giant Map 26 players default settings using Terra Map Script - between 11-13 iron, horses, niter, and coal. Less than 20 oil and uranium.

Gedemon also replied on the YNAEMP workshop page that there is some issue with resource generation on maps larger than Enormous. With all of the instability issues Giant/Ludicrous sized maps have been having since the last patch, it seems Firaxis just does not want us to play on them properly.
Start a game at your prefarable settings without this mod enabled in later eras (like modern era) and write down the map and game seed. Reveal the map and search for a strategic resource like horses and see how many you have.
Then start a new game with the same settings and same map and game seed with this mod enabled. Check again for the same rexource and compare the results.

“ResourceGenerator.lua” with a text editor like notepad+
Goto Line 68
You will find the percentage factor for the strategic resources “iStrategicPercentage”
The line should look like this:
iStrategicPercentage = 29; -- This is the change that I have made, in Vanilla and Rise and Fall = 19, in Gathering Storm = 21.7
21.7 is the default FIRAXIS value for Gathering storm. I have increased this factor by 1/3 and set it to 29.
If you want 50% increase you should set it at 32.6
If you want 100% increase you should it at 43.4
For anything else do the maths!!!!
Small Tip – If you want you can alter the Luxury resources (it is the line 67 – just above this one)
Just be careful in Multiplayer games all players should have the same otherwise the game will crash!!!!
Run a test following the method I mention bellow your post!
Also in order to start a game don't load any configuration, start it from scratch (when you load a configuration the mods you have active at your additional content are cancelled and the mods you had when you saved the configuration bocomes active).
To test it start a game without the mod at a later era (information era). Use the reveal all command and search the map for a resource (ex. horses).
Start a similar game (same map type, size, etc.) with the mod on and do the same!
You will see that the amount of a specified resource is increased.
