Well i took the car and made some normal lights with the light tool, then nocollided them, put them in and welded them. Then i took the color tool and colored them so you can only see the lightning and not the light themselves, and in the tool a choose eather the "Strobe fast" or "Strobe faster" in the render FX thingy. The car model/car is one i downloaded from the workshop:) And there you go, a little short tutorial
