I went with this, but you can change it to your liking:

but the school is way too big and it's totally imbalanced
For example small school can hold max 10 workers and 15 educated workers. It can hold 130 students. This school can hold max 10 workers and 15 educated workers, but it can hold 520 students.
For me correct amount of workers in this mod could be the following: 40 workers and 60 educated workers. This way the ratio of workers/students is correct in my opinion.
Small school
Students Workers
130 x 0,077 = 10 normal educated
130 x 0,115 = 15 university educated
10 + 15 = 25 total amount of workers
Modded big school
Students Workers
520 x 0,077 = 40 normal educated
520 x 0,115 = 60 university eduvcated
40 + 60 = 100 total workers
