I went ahead and gave the audio files a quality check too.
I love it.
If you created your empire in 2.6.2, and selected this adviser, it carries in 2.6.3 playthroughs.
If you didn't create it in 2.6.2, you can load the edition up for Stellaris manually in Steam (right click on Stellaris, select "Properties", then the "Betas" tab, then 2.6.2 Verne, as shown http://prntscr.com/s35l60 here). Stellaris will then have a short update.
Load the game, edit and then save the empire with the appropriate adviser, then log back out.
Open Stellaris' properties again, revert the beta option to "Opt Out". Stellaris will update again.
Start your new game with the empire you had saved, and the ASMR adviser is operating.
Reinstalling hasn't helped, nor moving this mod to the end of the queue. I can take a look at fixing it myself a bit later, but my queue's already pretty heavy.
By the way,it's in :workshop/.../1859773082/sound/advisor_voice_types.
I'll try digging through various forums and see if i can find anyone else having a similar issue.
