Assuming this brimstone recipe is too easy and black ice too hard, you could make a mod with medium difficulty, that is doable without going into the snow region.

From a mechanical standpoint its nice to have what amounts to an easier option that allows you to reach end game armors without needing to venture too far into the harsher parts of the map. Especially for single player games. If this free, optional, modification is not to your liking, simply don't use it.

It has no logic. Steel and Hardened Steel are manufactured all over the world (Conan world).
Black Ice is a local very rare raw material in a forgotten - isolated area of the world.
Therefore, it has logical use only for things with local uniqueness.
