Sorry to 'weigh in' before installing it, it just seems like a proper fix - well spotted (:
1. Playgrounds can generate positive traits in children other than what you can train them to have in schools, and they only use schools as a 'work' shift. Which means not only are you increasing the number of perks they can gain but the rate they do so, so you always want to have playgrounds.
2. Without this mod, having the hanging gardens in the child dome is actually detrimental, because it actually causes their needs to become unsatisfiable.
I think it's the only service that isn't, so could be a bug?
This kinda spoiled my morning. Bugger. However this may be my first mod for SM after I stick to a full playthrough/terraform (:
