what we need in here is a Ling Xiaoyu skin mod and voice mod from Ling Xiaoyu, still not much skins of tekken characters in this workshop and it is 2017, :steamfacepalm:

There is a Bill version on L4Dmaps. That version doesn't include the wings, and the dress physics are changed (Mines and cra0kalo's work ofc. :P)
