Also yes, building the Rose Field on Marsh does indeed clear the feature. I apologize for the ambiguity in my wording
P.S. The marsh thign may not be a çoding oversight'. The only improvements that do not remove the marsh are the Polder and the Fort. So, technically, building a Rose Garden on a marsh tile is perfectly valid.
