I think your suggestion requires more treats than adding government type and decisions (f.e. events) so it is beyond the current scope of mine for this mod, but sounds interesting. :)

Actually, really silly idea, which means it could be madness or it could be Sparta (or it could be good, I donno).
Tribal Republic. gets the no maintenance tribe levies of tribes (and 4 or 5 of them, so kinda powerful), but every 5 years you have a vote for which of the 5 tribal leaders becomes ruler.
It would be less of a "Democratic" rule since it would be a vote from among tribes, but it would still allow changing rulers every 5 years to change your leader (and stats) and national focus.
It would need to be hard to get into given the power, but it would be a cool government.

Personally, I think (pseudo) autocratic governments were the best answer for large empires in the ancient era, and could find counterparts for "pure" republics.

So I may be missing something, but it seems like with your mod we now have three autocratic (hereditary ruler) governments with 4 slots, and 0 representative governments with 4 slots, is that correct? If so, I think I've got an idea for you...maybe you can guess what it is.

Thanks! Monastic order was a candidate for religious 2 & military 1 government, but I think it sounds less militaristic.

why is part of the conditions for most governments to have 40 stability when the maximum is 3?

No, although I think it might be good for the player to choose these new ones at the start without penalties such as stability hit.
As for general set up, I don't have enough knowledge to add which to where. Do you have any suggestion or idea about yet more new government types which fits historical countries at the start?
