He has five positions he can hit a cutter from - the standing leaping cutter is set as the finisher, but he has a grapple cutter, a back counter original cutter, a top rope cutter, and can use the pop up cutter as an irish whip counter. If you want to lessen how often he uses any of those, reduce their percentages in the logic. His standing cutter will come mostly from a dazed state.

I think the issue I'm seeing from my point of view is it's too easy for him to win with a finisher from a standing position. However, a further issue I've encountered is even when I chance that move to something else, he still seems to use it as a finisher.

I see the same thing, but it depends on who he wrestles. If Orton hits his RKO, he's typically going to win, and I see him in more competitive matches against main event talent. Against someone lower down the card, he'll probably beat them pretty handily.

Seeing a strange issue with this Orton where he tends to win most of his 1v1 matches quite easily, almost always under 10 minutes. Can't seem to work out what is causing this though?
