This is normal, both for Carmen and Agent 47. They have no equipment in prison missions, just like the official agents from the game.

I'll be honest, it's been niggling at me for months. The AP penalty really bugs me from a lore perspective.

"World's greatest thief, a master of slick getaways and a champion with the grappling hook" doesn't exactly scream "slow on her feet".

Is there no other sufficiently powerful nerf that would fit? Maybe locking in her Strength at level 1 so you can't upgrade it for better dragging and KO?

Carmen is great, but she's no Garrett. GIve me Garrett, the OG thief. (Yeah, cape and all!)

Managed to get it to behave by doing that a bit earlier, more or less anyway.

Make sure you're subscribed to the mod first. Refreshing mods is clunky, to make sure everything installs, clear "mods" folder entirely, then hit Refresh Mods in the game. This will force it to download.

For some reason refresh mods isn't finding this mod to install.

This is brilliant. I haven't played a Carmen Sandiego game in ages... she'll be the perfect agent.
