To do this yourself its in the Hearts of iron IV/Common/Defines/00_defines.txt

Search for NProduction when in the document, you will see a LOT of text.

The ones you are looking for directly are these

DEFAULT_MAX_NAV_FACTORIES_PER_LINE = 10,
CONVOY_MAX_NAV_FACTORIES_PER_LINE = 15,
CAPITAL_SHIP_MAX_NAV_FACTORIES_PER_LINE = 5,

Change them to whatever you wish, also have a look around, there's a lot of descriptions given by Paradox in what each command line does, you can change a lot of things yourself.
