How valve updates items entirely depends on who's on the TF2 team at the time.

I have no decisions over what equip region the scoped spartan uses, take it up with valve.

I've heard TF2 has been altering existing items to be all class, I'm not sure if this is a matter of the community finally running out of ideas or a quick cash grab, nonetheless I have no plans for it. I feel that doing this would maybe lose a bit of what makes the item special for a particular class.
