Report a translation problem
Every time a skill levels up, you gain character experience based on the level of the skill. Each character level takes more and more experience and you only get perk points when your character level increases. So once you're character level 80, it's normal to only gain 2 or 3 perk points per skill hitting 100.
Joshua and Vex, when you launch Skyrim, click the data files option and make sure Razor's Tweaks shows up in that list and has a check mark beside it. If you're also using other mods you can try putting my mod at the bottom of your load order, just select my mod in the data files list and click the down arrow.
Bacon, I tweaked the settings file so that any action that normally gives skill xp gives way more xp, so that you level up with a single use. To level destruction, you need to deal 1 damage with a destruction spell, such as flames, and destruction will instantly jump to 100.
