Nevermind! Figured it out. Turns out you have to use the buttons in the wiremod tab instead of the tab under tools > construction. A step in the right direction.

Forgive me for sounding stupid but this addon has been with me for so long yet I haven't figured out how to use the Wire Balloon Deployer. I'm having trouble figuring out how to do it. Steps?
