I just tested them on Recon Ops and they worked without issues for me, just make sure you've grabbed and loaded the faction mod itself, and they are found in DRO under 'US Navy SEALS 1990' for the Woodland/Jungle camo or 'US Navy SEALS D 90' for the desert camo units.

I subscribed your SEAL90, but I couldn't see any changes in the faction list at startup screen of DRO.
I already subscribed other dependencies via steam workshop.
Is their anything I missed? Some advice from you will be very helpful to me.
