Follow the instructions in "readme.txt" to install, then enable in Democracy 3 mods menu.

Instructions:
1. place "Pakistan" Folder in Democracy 3 Root (usually C:\Program Files (x86)\Steam\steamapps\common\Democracy 3\)
2. Place "Pakistan.txt" in Democracy 3\data\mods (usually C:\Program Files (x86)\Steam\steamapps\common\Democracy 3\data\mods) folder

Do you have other country mods enabled? If so try disabling them
