报告翻译问题
If it does not work :
1) Steam / CA launcher didn't load the mod. As a modder this issue happens all the fucking time, like 95% of comments about mods not working on the workshop are caused by that. You should put all your subscribed mods into a steam collection and purge everything before every playthrough : unsub everything, delete the steam workshop folder, launch the game without any mod, close, resub to all through your collection. You should also use the Kaedrin Mod Manager instead of the bugged game launcher. Fun fact : you probably played for years with a good chunk of your subscribed mods not loaded.
2) There's another mod modifying this value and is overwriting the changes, verify that the load order is in alphabetical order.

There might be a bug if you are below 0% success chance but if so that's quite concerning about game code. If someone else could confirm this I'll change the value to -80% instead.
