A shovel would be a rather fitting weapon for the pyro as he uses gardening tools as of late.
However I cant help but feel that this would look good as a heavy weapon using the saxxy's animations.

It now correctly replaces the melee weapons it should on NOTLU: http://halloween.tf2mods.net/ under the zombie grave on the 4th Night. Check the whole update out if you haven't, it's awesome!

Only the Axtinguisher works right now as a replacement. I sent in a fix for the others which will hopefully be added soon.
