Obviously not the author, but I tend to feel that taunting is one of the few things that shouldn't be affected by armor or magic armor. Rather than being strict crowd control where durability or magical defenses makes sense, taunting is about drawing attention. If anything its success should probably be related to some interaction of intelligence/wits.
