Nah pretty sure I only edited storage containers so machines should still have their vanilla input quantities unless another mod changes them. I don't really remember though, it's been a long time since I made this, waaay back before the game's 1.0 release.
Items only stack in the listed backpacks. I never figured out how to make things stack in the character inventory.
For the Hi-Kers backpack stats, you'd have to get the mod author to do it.
Or you can do it yourself, it's pretty easy.
Make a copy of the mod folder in the Steam Workshop folder and paste it in the Kenshi/mods folder.
Then, you can easily edit it with the Forgotten Construction Set (also in the Kenshi folder).

No, weapons, armour pieces and backpacks do not stack.
Character inventory? One. Nothing stacks in inventory, it's probably hard-coded that way.
In this mod's backpack, raw iron and other items (except weapons and armour) stack up to 50 per stack.
I haven't seen any either. But just out of curiosity, what kind of items are you stealing and from whom?
The stuff not stacking doesn't really bother me because I mostly only steal from general stores (for building/crafting mats) and bars (for food and meds), like really clean them out and then stay away from the area until they restock their stuff. Smaller number of sources = more things stacking nicely
I doubt it. It's how the "stolen" mechanics works.
Items (of one type) stolen from different owners cannot stack, unless you manage to remove the stolen tag.
If it's all from the same owner, the items will stack no problems.
It is recommended to import save every time you add any new mods.
I haven't played the game at all since full release though, so I'm not really sure if you need to.
Make a backup of your save if you wanna try running it without importing your game. :)
