Turns out it does. First of all everybody is hostile towards each other because everybody fabricate claims on each other. And the don't try to aim weaker nations they aim everybody. I tested this with ottomans and even albania had 5,6 claims within couple of years. Might be fun tho so i'll keep it.

I hope it's not turning the game into a battle royal.

Yes the hre does get destroyed.

I had a long comment prepared but aparently there's a character limit, so I'm just going to address my biggest complaint, and I'll have to let you assume I had praises to(like AIs using boats!). Long story short, every single AI has a militarist personality and it's ruining diplomacy. It seems the only option with your mod for dealing with non-allies is conquest. In particular, the militarist personalities are killing HRE functions.

I like this mod. It brings the multiplayer feeling of the rush to blob to singleplayer.

Countries Can Collapse 2.0 if still beta but it should work.
