That's strange. How large is the city that you're playing in? It could be that only new citizens would have the chance of looking different.

They should spawn amongst the vanilla citizens. Nevertheless, I plan on making a lot more!

I see... I've been having trouble trying to get these characters to spawn even though it's already activated...

Sadly, we don't have a way to do this yet. We would have to create a mod that keeps certain citizens from spawning, similar to the Advanced Vehicle Options mod.

Hey there, quick check - how do we get the game to spawn more of these characters rather than vanilla ones?
