Just noticed the RWBY voicepacks as Neo's appeared on a feed while I was looking. I've now downloaded all the voiced voice packs for RWBY, and followed you so I can download any future RWBY voice-overs for this game ASAP. Thanks! Hopefully we can make ADVENT go out with a YANG! lol

He's a villain from the online series RWBY. Roman's an important character in the early seasons, as well as the chibi shorts. I strongly recommend you watch that series. Season 1 may not have the most polished animation to begin with (it gets better), but once the badass fights and character development kick in, you won't even care.

I kinda figured, the resemblance was just way too similar for that not to be the case. I've got no clue who this character is or what he's from though, just for some context.
