I think this should act as that squid in Mario Kart, whenever used on an enemy it will obstruct their vision, but still allow some visibility.

Causes mark for death and lower damage for 5 seconds (on Direct hit or 3 seconds for splash)

Hits show in kill feed

you get 2 to throw at the Shamed (30 Second recharge)
