Yeah, that was my fault - I forgot to add the new male spy porthole appearances to the Empire Divided Roman factions. So, they're using some default agent skin which looks African.
Thanks for spotting that - I'll update it today.
I don't know, I'm not a historian to accurately answer that question. It doesn't matter any way - all I know is that Spies are a part of this game's agent system and the male ones were hidden in the game's files and I just brought them back to add some more diversity to the Greco-Roman Spy appearances for anyone who wants it.
I'm not sure, try it out and let me know.

Everything is in .wem files though, I think you need some proprietary software to open them.
