This is really good! I know that this could be hard, but how about this:
Since the empire is really poor, they don't have the best weapons, so you only start with a knife, sword, and bastard sword, but at the end of each round, a cat merchant comes in a ship, he has all weapons, at a fair price (This will need moving objects), but well, good luck if you'll try to do this!
