"While I believe the original intention of the mod was for them to be Navy SEALs, I prefer my alternate theory that they're pirates." Nah, man. They have American flags on them. They couldn't be pirates. They are suppose to be like classified elite Navy Seals group known as Black Seals. The skull and crossbones is just their unit insignia. Like how the Totenkopf of the Wehrmacht during WWII had a similar insignia.
