ok I'll compromise and just remove the food penalty.

Yes, improved diplomacy remained. Everything's in order. My apologies. But the increased food and the increased public order shouldn't be changed. Thanks for the mod.

I wanted this version to be also playable by player and not just buffs for AI. So all those buffs had to be rebalanced.

and when it comes to food penalty its only a symbolic -40 . On Hard difficulty I have more than 400 food when I start campaign, I just checked.
I wanted this penalty to be something to represent all those people flocking into empire and actually consuming more. especially the army that's why I located it under Imperial Allegiance

Good mod. But the bad thing is that you've made food worse and removed the improvement in diplomatic relations . How do I install the old mod???
