Try playing as West Seaxe and make a new governor for Dorsaete to see how this mod works.
The issue was that the new vassal is granted a small army when it is created, but that for factions of the Scottish culture I had not specified what this army was supposed to be. Hopefully this will solve issues for a few more provinces than just Aire Goidel.

When I try to convert the province of Airer Goidel into a vassal state by appointing a governor, the game crashes.
The original faction is still alive in a different area (Gallgoidel). But there is a faction that can be liberated from this province. I don't know if that counts as 'dead" in that it is waiting to be liberated.
Do these penalties also apply to the AI, and is there a route or incentive for the AI to start vassalising instead of annexing regions?
Does the AI even have the capability to form vassal kingdoms in the event that they have already annexed a region, like the player?
Is this save-game compatible?
