I also have a 4080 Super and I don´t have any problems whatsoever (besides the usual crappy optimisation that comes with TW Attila), so maybe sth else caused it?
Is this simply a bug and it will be fixed in the 3.0?

Usually it works like any other undeveloped settlement, so you have to unlock the ruined building slots one after the other again with provincial growth. You cannot rebuild them all at once, instead you need to wait for the growth to unlock them just as you would unlock completely new building slots.
If you have enough growth and still cannot even unlock the first slot that is ofc a bug.
Classical Empires relies on AE and changes plenty stuff, most importantly 4TPY -> 12 TPY and improved Battle & Campaign AI among many other changes, and is still in somewhat active development.
I recommend trying out both and see what fits you better, in general CE takes a slower approach but as I said above, fixes and rebalances many things from the original AE. AE itself is the same as 3 years ago and still great and very much playable, although it really could really use some maintenance.
