If you mean the green rings you get when you spawn them, they're called effects. Use the bonemerger tool to put them on the scout.

@BeamKatanaLover -> You need the bonemerger tool, found here . This will allow Team Fortress 2 hats & miscs get attached to your Team Fortress 2 ragdolls.

The Jog-on and Brother Hood, if those are the items I think they are, Heartsman made those. I am not sure if Sexy Robot made them with him.
