Nowhere. It's just one of my form-follows-function asset to increase the fire-fighting capability for my well-forested cities.
Even with disasters turned off, most parts of my city are ridiculously often afflicted by raging fires. Caused by forest-fires, not house-fires. Somewhat annoying... feature... of the game.
