STEAM > Library > Total War Game > Options > Betas > choose "launcher_release_candidate"
If you want to use later again the new launcher, then do the same process and choose > Betas > NONE - unsubscribe from all betas

It's recommended that you put Unit Recruitment Strength as high as possible in the loading order of the new launcher.

The UPC-TOB should work without the need to activate it manually in the new launcher.
As I described it in the installation instructions, the file just needs to be in the related data folder of Thrones of Britannia.

Please try for a test to deactivate all other mods and then look if it works again. It could be that another overwrites my change.

My mod still fully works, but I will of course check it again after the final patch has been released.

- improved the internal database file name to further increase the priority of the loading order. My mod will overwrite the recruitment strength value if another mod also uses the same value. You can use my mod with all available gameplay mods and overhauls.

I didn't tried StrangeAK47 mods but I looked at the database tables and it's configured relatviely high regarding the used values. Probably you could ask him about your personal needs or if he releases other versions too.
My goal with my mod was basically to ensure the highest possible compatibility to other mods. So I will not change or add anything at the moment regarding further tweaks of replenishment, unit caps or max count of the units.
In this case my mod can be used together with all possible gameplay and other recruitment tweak mods.
I made for all the possible favours regarding my mod several other versions too. They are all available for manual installation on my Total War Center thread here:

Starting with 20%, 30%, 40%, 50%, 60%, 70%, 80%, 90% and 100% recruitment strength
So all can choose also other versions than my 50%, 70% and 100% versions which are on Steam.

Please note that not all mods in each language are translated, but all custom entries are included in English and you can see at least English texts.
There is a little rule in the UPC history. "It is better to see at least an English text, as there would be otherwise just a blank text."

No unfortunately there is only one value which defines the unit recruitment strength. If there would have been separte values for the player and the AI, then I would have modded this of course.

I decided to release these three versions on Steam as they are the most downloaded versions on Total War Center since the release of my mod.
All versions will be still available for manual installation on Total War Center. (20%, 30%, 40%, 50%, 60%, 70%, 80%, 90% and 100%).
