Players should have to figure out how to solve a problem in a layout with a clear and concise path, rather than a clusterfuck of random rooms bunched together with 15 different entrances you can haul through with a butter knife.
HLM2's gameplay relies on learning the level's layout and enemy positions, you're not going to wipe the floor with a level on your first try. You're guaranteed to die and repeat things until you get it right, that's the point of Hotline Miami - This is how people eventually get familiar enough with a level to full combo it like Dead Ahead.
You can't complain about offscreens or open spaces, that's entirely what the SHIFT key is for - if you don't scan around your environment and memorize enemy positions and behaviours then of course you'll repeat those same mistakes you made.
As much as I want to like this level, the enemy placement needs serious work before I'd want to replay it.
