Unfortunately, Theme Mixer 2 is not a workaround for the vanilla restriction. Since this references European theme assets, this road can likely not be used outside the vanilla theme. You can try Network Skins 2, the author or you, the user, locally replacing them with vanilla or dummy lights (then using Network Skins 2 to choose the appropriate lights) or directly referencing Theme Mixer 2 or a Euro/Winter asset enabler (I think Bloody Penguin makes one?).

Same here. After subscribbing to Palm Avenue. Roads have no traffic lights and missing assets:

Traffic Light European 02
Traffic Light European 02 Mirror
Traffic Light Pedestrian European.

If I unsubscribe, I do not get this error.

I am using a Winter Theme save game. If I change the theme to European Theme, I am not getting these errors and this road has traffic lights.

As far as I know these are vanilla assets, but why are we getting this errore because of this road? Any solution?

Interesting! How wide is the bike lane? It looks pretty narrow for two-way, ideally it's at least 2 m for each direction...
