Thanks for your contribution, iMajora, you are right. The French president, the bishop of Urgell and the Sindic (Andorran PM) divide the power of the country between themselves. In my mod, you can freely decide to cut this special bound that unites Andorra with Spain and France in order to increase your national autonomy, although it would significantly harm the quality of your public services since Andorra relies partially in Spain and France for these.

As for the ethnicity, Andorra is similar to Catalonia, although in contrast to the rural Catalonia which surrounds the nation of Andorra, this territory is more cosmopolitan, with 38,8% of the population having Catalan as it's mother tongue, therefore making it the largest language in Andorra, closely followed by Spanish (35,4%). Portuguese (15%) and French (5,4%) have some moderate relevance as well.

And if memory serves right, the bishop is usually a Spanish national? I think?

@tinnesaile It's part of a really old national treaty that gave the country two Princes, the ruler of France, and a local bishop.

It's stayed in force for centuries, and amazingly enough, it even transferred as the King turned into the President. The French President is the only existing Republican Head of State who is also a monarch, and Andorra is the only monarchy that elects its monarch as a result. No oppression, it's a very prosperous little state. Its people are actually quite similar to Catalans, in culture and to some degree, speech.

huh... seen this little guy pop up a bunch as a background quirk in alternate history or stuff but never actually known much about it. It's really split between its neighbors like that? I get a strong feeling there's just some huge treaty behind this place that I'm really lacking for not knowing. I just hope I'm not disappointed when I find out, like it's somehow facilitating a bunch of oppression and that's how it manages its sucessful micronationalism or some shit.
