If one of the author decides to flag it because its reupload without authorization, it will pass.
That doesn't mean others still can't flag it for the same reason - there's no false about that either, it simply has only a slight chance of passing.

I think the whole point is regardless if they tell you to take it down or not, its still not a good idea to be reposting stuff that had been removed. If things get removed from workshop its typically for a reason and yes a good one, i personally dont think you have the rights to upload it again when its not actually yours. Not cool yo... not cool indeed.
